1.0 PURPOSE 目的
The purpose of this procedure is to ensure that ladders used on the Project are safe to use and proper techniques are used in handling and using them.
本程序的建立,其目的是为了确保在项目上所使用的梯子能够得到安全、正确使用以及相应技术上的支持。
2.0 HANDLING AND USE PRACTICES操作和使用规程
2.1
It is the responsibility of the user to thoroughly inspect the ladder prior to use. Items to be inspected include rails, connections, and hardware. Loose connections, sharp edges, burrs or worn parts shall be noted. If defects are found, the ladder will be tagged: “DO NOT USE” and taken out of service. The user who finds the defective ladder is responsible for tagging it “DANGER - DO NOT USE” and arranging for its removal from site. Use the attached ladder inspection guidelines for reference. (ATTACHMENT A)
使用者应负责在使用梯子前进行检查。需要检查的内容包括安全扶手、连接件和五金件。特别注意是否有连接件松开、边沿突出、毛刺和部件磨损。如果发现问题,应对梯子进行标识,贴上“危险!切勿使用”的标签并将其从现场撤走。请参见附件:便携梯检查指南(参见附件A )。

Straight ladders will be placed on the ground or other support with an angle of 65-75 to the horizontal, and the maximum length of the ladder should be less than 6m.
直梯应放置在地面或其他坚实基础上,梯子与水平面的夹角应保持在650-750之间,直梯的长度不得超过6m 。
2.3
Ladders will not be placed in front of doors, unless the door is locked or guarded. 爬梯不应放置在门前,除非门被锁上或有人看护。
Employees will face the ladder while ascending or descending. 人员在沿爬梯上下时应面对爬梯。
Select straight ladders that are of sufficient length so that work can be performed while standing on or below the fourth rung from the top or as directed per ladder label.
选择足够长度的直梯,确保所有工作执行期间,工作人员无需攀到顶部第四根横档以上进行作业,或可按爬梯标签注明进行作业。

Employees using straight ladders will secure the top portion of the ladder before starting the job. Another employee will hold the bottom of the ladder while the top is being tied-off. Stepladders should be tied off where practical or as dictated by the type of work being performed.
使用直梯的人员应设法从爬梯顶部固定,未固定的梯子,应派人从爬梯底部扶稳梯子。踏步梯/人字梯应根据工作性质在可能的地方进行绑扎固定。

Non-conductive ladders are required for all work where contact with electrical current is possible.

Employees will have their hands free of material or tools while climbing ladders. 攀爬梯子时,禁止手持工具或材料,应使用工具袋携带。
When jobs requiring ladders are completed, the user will remove the ladder from the work area or aisle to avoid creating tripping or bumping hazards and return the ladder to the proper storage area.
在工作完成后,作业人员应将梯子从作业区域或过道中移开,防止绊倒或碰撞的危险,并应将其送回正确的存放地点。

2.10 Only one person is to ascend or descend a ladder at a time. Ladders are not designed to
support more than one person.
一次只能允许一人上下爬梯。梯子不能同时承载两人以及以上的负荷。
2.11 Use a fall arrestor device when working on a ladder.
在爬梯上作业时应采用防坠落设备。
2.12 Keep 2 hands and 1 foot or 2 feet and 1 hand in contact with the ladder while ascending or
descending.
在上下攀爬梯子时,应保证两手一脚或两脚一手与梯子接触。
2.13 Never use the bamboo ladder on this Project site. Self-made ladder shall be designed and
submit the design files to supervision for approve. No ladder without tag by supervision can be used on site.
禁止在本现场使用竹制梯子。自制梯子需先设计计算并报监理验收后投用,监理应保存计算书。
2.14 Select straight ladders that are of sufficient length so that work can be performed while
standing on or below the third rung from the top.
选择足够长度的直梯,确保工作时作业人员无需攀到顶部第三根横档或以上。
2.15 Use safety harness secured above 2 meters when working from a ladder.
在梯子上作业时,如高度大于2米则应使用安全带。
2.16 Ladders used for access to elevated working platforms shall extend 3 feet above the point
of support where personnel get on or off.
使用直梯或伸缩梯作为通道时,梯子的顶部应超出上层平台至少一米。
2.17 The top three steps of a straight ladder or extension ladder shall not be used for standing.
The top three steps shall be red color coded.
直梯或者伸缩梯最上面三挡禁止站立,并且涂上红色标记。
2.18 The top two steps of a step ladder shall not be used for standing or sitting. The top two steps
shall be red color coded.
人字梯最上面两挡禁止站和坐,并且涂上红色标记。
2.19 If work on ladder require back to the ladder or both hands, harness should be used.
如果工作时需要背对梯子或需要用双手时,则需要穿用全身安全带措施; 2.20 When use ladder, buckle should not exceed the edge of ladder rails.
使用梯子时,身体不可向外过度伸展,保持重心在梯子两侧的梯梁内;
2.21 It ’s not allowed to have one feet on ladder, another feet on another subject. Ladder should
be positioned frequently for ease of work.
不能一脚踩在梯子上,另一脚踩在其它物体上。应随时调整梯子以方便工作; 2.22 Ladders are only allow to be used for short time and light duty work. Working platform is
preferred over ladder.
梯子仅适用于短时、极轻型的工作。尽可能地选用工作平台而不用梯子。

3.0 LADDER INSPECTION梯子检查
3.1
Before entering any ladders into the project site, it must be inspected and approved by Project HSE site engineer and a monthly inspection tag attached.
任何梯子在进入项目现场前,必须经项目HSSE 工程师的检查和批准,并且在现场使用期间,必须对所有梯子进行每月检查并有相应的标签。
3.2
Stepladder spreaders and extension ladder locks shall be checked before the ladder is climbed.
人字梯的撑杆和拉伸梯的锁固装置必须在每次使用前被检查。
3.3
All ladders must have a manufacture’s certificate that posted on the ladder with the following information:
所有梯子必须有出厂合格证,贴在梯梁上并要有下列信息: ∙ ∙ ∙
Name of the qualified manufacture and/or supplier 合格制造商和/或供应商的名称
The date of manufacture and/or serial number 生产日期和批号
The maximum load capacity 最大允许载荷

All straight and extension ladders shall be equipped with nonslip rubber bases (ladder feet). 所有直梯和伸缩梯必须装有防滑橡胶垫。
Portable ladder’s steps must have nonslip surface. 便携梯的踏步必须为防滑表面。
Extension ladders must not be longer than 36 feet (12 meters) when fully extended. 伸缩梯拉开成最长工作状态时,梯梁的总长度不得超过12米。

Extension ladders shall be equipped with metal locks and positive stops which will assure a minimum overlap of 1.15 meter.

4.0 STORING AND TRANSPORTING 存储和运输
4.1
When not using ladders, store them on racks in locations protected from the elements, with good ventilation, and away from excessive heat.
当梯子不用的时候,应存储于避免太阳直射,干燥凉爽处。
4.2
When ladders longer than 4 meters, two persons are required to carry one ladder, to prevent hit other people.
当移动长度大于4米的梯子时,必须有两人同时抬两头,防止碰到他人。
